ANy suggestion willl be appreciated and tried.. please

I'm an English teacher in Medan - Indonesia. I'm straggling with our 7-9 graders. 50% did not pass the final semester exam. when our elementary students 80% did good. I think one of the reasons English is difficult for them is because it isn't their first, nor their second language. The only time they speak and listen to English is when they are in the class with me which is roughly an hour a week only. Also, The school has poor facility. No, computers..we have only one English lab that equipped with broken stuff. no fund for material copying e.t.c. So far I have tape with good speakers. I download videos on the Internet, burn them for listening materials. as far as copying, I collect the money from the student. And I am working on the proposal so the entire school speak English the entire time during their present on school premises. Hope it'll help them to get used to with English. But.. please.. It seems like doesn't work that well, yet.

      Hi Risda-

      It's great that you are working so hard to help students learn English. Without materials I imagine it is very difficult. In the United States, when students are learning English and are in an ESL program (English as a Second Language), the recommendation is that they receive instruction for 2.5 hours a day when they are Level 1, or first learning the language. It's amazing that your students are doing so well with only one hour a week. Is there anyway you could get more time with your students?

        First, I thank you for your input. I hope you could come one day to speak at our school of how urgent it is to be able to speak different languages, English in particular. As far getting some more time for English, I have tried it but they said they did not have fund for that. So, I was thinking about had them make a new rule for any one who is on school premises have to communicating in English. There for kid hear/listen and use
