Not at all. 45 states and the Districts of Columbia voluntarily adopted the CCSS, and they do not dictate specific curricula or assessments-- that's up to the states, too. Check out this "Common Core 101" guide for more information: http://www.all4ed.org/files/CommonCore101.pdf
