How can I be a face of change in how my students view their authoritative role in writing? How can I help students practice their "right" to write?

I desire to work with behaviorally-challenged adolescents who hail from low-income areas and communities, and ones who have been through the criminal justice system; I can assume that many of these adolescents will not possess a desire to write, or will feel that their words and thoughts don't matter or are irrelevant. How can I push past that and help them see that their words and thoughts DO matter? How can I help them realize that they have privilege to say what they feel?
