how do make high school kids do homework?

How do keep kids accountable for doing homework so that they practice and can become more familiar with concepts being introduced? Parent involvement is not an option

      Is homework participation part of their grade? Do you allow them time to get started on it before class is over? Sometimes having just a bit of a start on the assignment can make it seem much less daunting. Making the HW part of their grade can help keep them motivated too.

        They need a "what's-in-it-for-me?" type of moment. Although the correct answer is their education, giving them something to look forward to can also be an option.
        Is it a behavioral problem? Let them know how important it is, because professors in college will not put up with that stuff in college.

          Have them keep a notebook of daily concepts taught and homework. Possibly give points for doing this and allow the use of their own notebooks for some testing.
