If your school does not have a policy about it here are a couple ideas:
1) Collect them in a basket on the way in the door, they get them when they leave.
2) Have a rule "if I see it, I take it" (to return after class)

The first time is a warning and if/when the second infraction occurs the phone is taken to the office to be picked up after school.
I teach ESE students. If all student's obey our rules they get a "Cell phone time" reward the few minutes.of class.
If a phone is out students do not get this privilege. Peer pressure helps students follow our school policy.
I have students with behavior issues that range up to maybe an 8 (with 10 being cusses you out and flips a desk), although average 3-5.
I first *make it very clear to students* what my policy is: If I see you using it for any reason, I ask for it. This includes "I was just checking the time" (be explicit about possible/common excuses they may have). Any phone I collect, I keep until the end of class. I give NO warnings (the policy is clear enough, there's no reason to need warnings).
Then follow through. Consistently. Do NOT get into an argument or any back-and-forth with the student (unless you prefer to, but I rather spend as little mental exertion as possible in the process). Anything they say (or if they put the phone away), I repeat my request in a calm, neutral tone. I have a whole system for confiscating cell phones and my harvest rate is about 95%.

What you decide may depend on factors such as school/district policy and admin support.
Some other ideas I've heard others like or have success with is having a "phone jail" (some even provide chargers) or giving the student a paper bag and having them staple it shut.
