Choose a few procedures that could most greatly improve time management in your room. Roll it out on the first day back and practice the first week. You know your kids better now, so it should be better to design procedures that work for both you and your students.

I like to have students participate in goal setting after winter break. We've know each other for a semester at this point and I feel like they know what to expect so now we can have a conversation about what we want our class to be and how to get there in second semester.
Reteach procedures as needed and have students practice them in a fun way (like a game). Create new anchor charts for procedures and let the students take part in helping to create them. Have students hold each other accountable for behavior.
