NF.A.2 focuses on comparing fractions with different numerators and different denominators. So the idea would be to focus on representing whole numbers as fractions (4 = 4/1), and create relationships between those whole number and other fractions. I really like using fraction tiles for these kind of lesson. It gives a visual and tangible example for students to see how dissimilar parts cannot be combined, and when made similar, could then be combined.
