How does one create a culture where HW completion and rigour is important?

As part of our school's mission, students are to be equipped with skills to be ready for college. It seems that the rigour for HW completion is an ongoing issue. Please assist! :) Especially with reading texts.

      I give good old-fashioned "pop" quizzes. When I taught "A Raisin in the Sun" to my Drama class, I assigned a few pages of reading per night. I told them I "may" give a quiz the following day, which I did, everyday, without fail. While many students still blew off the reading, the quizzes did help motivate students as a whole. Students who did not complete the reading felt silly asking basic questions, and therefore in order to avoid embarrassment among their peers, decided to read for the next class.

        I use remind 101 every time I give a hw assignment. I can set timers on the reminders so that it will send them without me having to re-sign in every time. I typically send out 3-4. By the time a students gets a fourth text message, he/she is a little more willing to do the work.
        I also make mine fill out late excuse sheet for every assignment that is not turned in. You have to give me your excuse and your plan of action. That sheet is then scanned and sent to parents that night. These strategies have really cut down on the late hw.
