I may be wrong and I am no longer teaching, but I think if a student doesn't do homework and their parents have not asked why their grades are low maybe they don't have time to help their kids or what ever. I would probably just let them have time at the end of the class to do some homework then give them a chance for a reward if they did it everyday at the end of the week like you can chew gum for 30 minutes or something. Maybe have homework be like a class project that is fun and reinforces what they learned. Hope I helped.
