Is pacing for your lessons ever challenging when you have to keep moving on so that you wont get so far behind?

Some of my students are always absent and also they have behavioral issues. It is also challenging when the students are off task during class hours. I try so hard not to send my students out to different classes because I do not want them get further behind, but also I do not want them to disturb the other students. Its a double edge sword.

      I use the count down method to keep little ones moving forward. For example, I will say and we can do this in "10,9,8,7....1"
      Peer pressure also works to keep the dawdlers going. I will say "we will move on when we are all finished with.... and I am still waiting for ____," (As long as this does not embarrass them in any way!) When I have a student I know needs extra time I might shorten the material if it is an appropriate accommodation.
      I also offer a carrot for the end of the task, for example, As soon as we finish this we can do ____.
