I've used the leveled literacy intervention program by Founts & Pinnel and it was excellent for all readers.
I've also used the King School Series for grades K-1 and I also love it for the engaging books, relevant topics and characters, and great accompanying resources.
We have used the Fountas and Pinnell program as well for both intervention and regular reading instruction. Teachers use this book, Guided Reading: Good First Teaching for All Children, http://www.heinemann.com/products/08863.aspx. This is what teachers that I have known to use the program in K-2 call their "bible."
