SIOP (Sheltered Instruction Observation Protocol) is a researched-based and proven effective METHOD for teaching students who are English language learners (ELLs). SIOP is not a teaching strateg. However, many teaching strategies like using visuals to support content mastery would be recognized as effective. This is a huge question that would probably be better addressed in smaller, more specific terms. After all, ELLs are NOT a homogeneous group.
