I love dragon box. It is an app that I know for sure is on iPad. It is a game that introduces balancing equations at a very fundamental level. It is pricy ($5) if I remember, but it might be a great intervention. I recommended it to my sister when my niece was struggling and she zoomed through the game and was a wiz at balance equation in no time. She actually enjoyed it.

Algebra Touch and Algebra Tutor are both good ones!
Not sure about Algebra specifically, but a colleague of mine wrote a great guide where he reviews hundreds of education apps. You may want to check it out.
If you want to flip any classroom in math or science you should really look into http://www.explorelearning.com/
They have so many learning tools. However, it does cost for a yearly subscription, but the school should cover that cost especially if you can get all the math and science teacher involved in wanting to use it.
