The C3 framework was released last September and can be found at http://www.socialstudies.org/c3. For better and worse (I'm sure it's both), it isn't a set of standards as such: it's a framework around which each state can build its own standards with some confident rigor. For example, Kentucky is planning to gather input on drafts this summer and finalize new social studies standards that use the framework in October 2014.
